The worse experience!!!!!!!!! – My husband and I dedided to go to Ms. Tootsies to have dinner. We have had some issues with this establishment before so we decided to call first. The lovely woman who answered the phone assured me that it was still ok to come in and have dinner. You see they were closing at 11pm and we wouldn't arrive until 10:15pm. A southern meal with a northern twist – I'm from Tennessee . I was home sick so someone told me about Ms. Tooties Restaurant . Fried Chicken and Great Soul Food – I recently went to Ms. Tootsie's for an exemplary dining experience on a rainy day (Friday, July 8th). I am not familiar with Philly because I live in NJ and I am a regular patient at Univ. of Penn Hospital. I decided to go down South Street and it was an easy ride.
