Agent is completely incompetent and petty. It's just the daughter of a rich farmer who manages her dad's property and shouldn't be managing an ice cream stand. Nepotism at its best. Threatens eviction at the drop of a hat without having the slightest care of how it can affect tenants or slightest clue of how painful a process that is for everyone involved.
