Cempa gives addicts multiple bags of needles (50 plus needles at one time!), dozens of pans to "cook" drugs in, alcohol swabs, and "safety supplies." the news paper said it is an exchange, but they do not hold the addict accountable and will just give out more needles along with sharp containers! Giving a person suffering from addiction the tools to keep clean from disease is one thing and probably Cempas intent.
