Unfortunately a good many of these are loud-mouthed people, of all races and cultures, who fail to realize that their fellow rent-paying neighbors seek peace and quiet. My neighbor living next door to me is a chain smoker. While I think you'd appreciate her stepping out of apartment to smoke, she also, unfortunately, brings her loud phone conversations, and occasional in-house and guest conversations with her too.
