I took out a VA loan with a completely unrelated bank, and ever since have never stopped getting offers to refinance in the mail. Most of them are at least clear about what they want, but the ones from The Federal Savings Bank are formatted like government documents and disguised as a "Report of Available Funds" in an attempt to trick people into calling them.
