Brooks Eye Center of Plano Refund for over-payment in August was not received until mid-December. Dr. Brooks tells you what you can afford and will override any decision made by the staff and/or your surgeon. My time and schedule was of no concern to Dr. Brooks. Dr. Brooks left me with the impression that his main concern is how much money he receives.
