The answer is already know, and the appraiser figures out how they can select information that would get as close to that value as possible. I bought a house at a discount, and this causes appraisers all sorts of headache. With DB Appraisals, they went miles outside of an active real estate area (inside the beltline) to find low-priced properties to justify the price.
