They are going to force through a contract at UPS with a 54% No vote on the grounds that not enough people voted, and this was the "final offer". Meanwhile after the voting results were in UPS posted on their website that the contract was voted down, and they would be returning to negotiations. Undeniable proof this was not the final offer and UPS was ready to work things out.
