Train people vs giving handouts
I live on $735 a month. Every apartment I tried to get required 3 x's the rent. One man rents with no requirements. Most of his renters are disabled, as I am. I got an apartment from him for $550 a month plus I have to pay the electricity too. By then I have a small amount to live on. The government says your rent should be 30% of your income, my rent is over 75% of my income.
