On August 8th just before 9am a Mosites Construction flatbed truck backed into my car at a red light directly across from Armstrong Tunnel, where they seem to be working at the reconstruction project for the tunnel owned by Allegheny County PA. The driver (David Ross Kincaid of Hookstown, PA) tried to flee into the tunnel until I made efforts to stop him.
