Today is the Nth weekend we've gone without heat in the dead of winter that the landlord has complete control over. The slumlord knows we can neither reach them nor the health dept on the weekends. When their staff arrives on Monday, which is a half hour before the health dept opens, they turn the heat on. When I'm finally able talk to a health dept rep on Monday, they say they can't do anything bc the heat is now on.
