Kenneth, I’m a resident at the Brittany Commons apartments here in Spotsylvania Va, my address is 10006 Crystal Palace Ln apt 107 I guess no one cares in this company. I submitted work orders and my dryer was replaced with one that doesn’t work at all. A HORRIFIC company! They were our developers for a townhome community in SE DC. They hired Legum and Norman as our management company. Neither party has been responsive/transparent about why (after two+ years) the ownership of our HOA has not been transferred to the paying residents/homeowners. They blame one another and refuse to help our active community of homeowners come up with a solution. I've lived in a Horning Development for over 2 years. They have yet to turn the HOA over to homeowners and have allowed the maintenance of property to decline. To date, we are waiting on several community repairs to be approved (broken gates, hazardous conditions in the outdoor common areas, etc.) Horning has a lack of communication with homeowners and the management company (Legum & Norman) who are paying a monthly fee but have no control over how the money is spent of how their community is maintained.
