If I could give a rating of 0 I would, for both the HOA and the building management which is hired by the HOA. While knowing the rules and regulations before buying or renting is always a good idea, that still won’t protect you from these tyrants. My experience as a recent owner was that they will manufacture violations and when challenged to provide the specific rule that was violated they can’t. Before you sign your rental lease or place an offer to purchase a unit at this building, ensure you are given the association rules and regulations so you are aware of them and can make an informed decision. I signed a rental lease and the agent did not inform me of the regulations at the time; once I moved in it was too late to change my mind.
