If it was at TISCOM, it would solve almost all of their issues, and they could quickly send patients emergently to Belvoir if there was a medical emergency. Put the main clinic at TISCOM, and place 2 IDHS providers in a "satellite clinic" at HQ to triage and treat minor issues (ie common cold, vomiting).
