Toby's is located in the scenic town of Coupeville on Whidbey Island Washington. The building is on the shore of tranquil Penn Cove, waters known for its abundant crop of Mussels. Originally a mercantile built in approximately 1890, the structure has housed many businesses. Following prohibition, it became a beer parlor and has been a Tavern/restaurant since the early sixties.

we were told, this was a dive, but it's actually a great place. the mussels were fresh and tasty, fish and chips was fresh Cod., even though being very busy staff was friendly and service was great
Crazy busy and the 2 ladies running the show worked their butts off. Good food too. It was worth the wait!
I have been coming here for years. I spent my 21st birthday here and the food is always good. Love all the meals I have ever had and the brownies are so good too.
I was there today with my service dog. He is 4 lbs and his service is medication related. They said he could not sit on my lap refused us service! Under Washington State law he can sit on my lap he just cant eat at the table or be petted by strangers! I have reported this incident to the state

Went there for my first taste of mussels and it was wonderful. Great service. Great food. Fun atmosphere.
Got to Toby’s just before the crowds showed up. Snagged a booth near the bar, so noisey. Food (Buffalo burger & a rootbeer) for my honey and (a fish [cod] & chips) for me. My single ice cold glass of Reisling was equivilent to two glasses—$6.50/glass. Service was good & we copped a street side parking spot too. We are locals who live on the south end and visit Toby’s when we can.
No minors allowed. That’s what I like best. A cold beer and a bowl of mussels is the best way to spend the afternoon.
I love the relaxed atmosphere, ice cold beer and I've never had anything I didnt love there. The mussels are fabulous.
