They are just keep talking and give me ice latte even if I ask hot

This Starbucks restaurant has a typical menu of coffees, teas, refreshers, hot chocolates, juices, breakfast sandwiches, baked goods, etcetera. During my breakfast here, two employees promptly served me. A sufficient amount of indoor seating was available and clean. I liked the taste of my apple croissant, strawberry-cream cake pop, and strawberry-matcha frappuccino.
I ordered a coffee and was shocked to only get half a cup. When I asked, the barista said they can’t add milk to an espresso and told me I should order a latte instead. I’ve ordered this exact drink at dozens of Starbucks in different states and NEVER had this issue before. If this is some policy, then why isn’t it clearly shown in the app?
