This Safeway store shelf it's always empty even milk section. I think the store manager is sleepwalking. If the manager takes the time to walk around the store you'll find many sections of the store have empty shelves, The manager should direct all available people to fill in the shelf and if there's none available then the manager need to review the orders from the supervisors as to why there was not enough items to be displayed.
