Follow up: General Manager did resolve the issue and made this a warranty repair and did refund the money. Stated the used car sales manager made the wrong determination in this matter. I'm glad it was resolved.
It seems I should have checked the reviews on this dealership prior to buying. Purchased a certified used CR-V and some molding (side skirt) came off during 1st wash. Inspection of the panel revealed previous poor work. Refused to cover even when extended warranty was purchased. Service manager stated to long (4 weeks) after purchase.
