I've had a fantastic experience living at North Shore Gardens. The apartment itself is spacious, clean, and well-maintained, with lots of natural light and a layout that just works. The neighborhood is quiet, and the location is incredibly convenient?close to the Navy base, shopping centers, and a short drive from downtown Norfolk. They changed the water bill, so instead of paying what you use you pay for how many people live there. Considering the proximity to the military base, this is definitely preying on military members who go on underways and deployments but have to pay for the water they don't use anyways. Management changes a lot. Last manager quit I'm assuming, she always seemed really annoyed and exhausted. Also the floorboards are horrendous. First apartment I lived where I could hear the neighbors next door walking and slamming cupboards. ... read more

overall north shore gardens is a pleasant apartment complex. There are various issues, but the quality of life is nice for Norfolk. Unless you work a salary job, I would not recommend living here. The rent is ridiculously high for the area (my 1 bed 1 bath is 1300$ without utilities). The pet fee for one animal was a 350$ non refundable deposit.
