I don't know who drove this vehicle on September 4th at 12pm but he informed one of our sailors in a rude demeanor that he was not suppose to park there and when he instantly moved it, it look like he was going to continue talking but was caught off guard with the compliance. However 30 minutes later he came and parked in the exact same area.
