I had my hair highlighted by Phil twice. The first time he told me it would take time to get me to a cool blonde. I understood. The second visit was horrible. I asked for a cool blonde again. I specifically asked to make sure there was nothing brassy. My hair is now three colors. He told me he doesn’t need to tone hair after bleaching because he’s had so much training in the past.
