It all began in 1964, when Richard Kelly, Sr. and his partner wanted to build some apartments in the Ocean View area where Richard lived as a young married man in the Navy. He saw a vision of affordable housing for low income families. They started a business and built apartments. A friend of my family rented an apartment from them several years ago and they absolutely enjoyed their stay. I never heard anything negative about the owner and that the owner was respectful of the tenants and kept a nice property. Repairs were made promptly and when I visited, it was well taken care of.
