I would have to guess that part of the job application for this facility is having unparalleled capabilities in apathy. Gaining even a little help from any of the employees is more difficult that solving a Rubix cube attached to the back of an angry shark. You pay for something and then have to hunt them down when they fail to do the job you paid for them to do.
