This appears to be a miscommunicated expectation on a small feasibility study. Core quickly determined that the clients wish to subdivide was not feasible, but they felt we had told them we were going to submit plans to the city and that it was possible to build. We invoiced for a couple of hours of research, and when the client felt that it was not warranted and accused our engineer of incompetence, we told them to pay what they felt was fair, if anything, and we would try to lay out the expectations more clearly if we worked together again. The complaint submitted is completely unfair, given the small amount of time that went into the project and the immediate feedback that was provided to avoid unnecessary expenses to proceed. The invoice was for $400, which is a couple of hours of research time. Most experienced developers spend far in excess of that just to look at a property for feasibility.
