I moved in to a "refurbished" apartment in June. I was pleased with the location, new appliances, counter tops and carpeting. I submitted the list of needed items to be addressed. First month I was fighting an ant infestation. Screen door was damaged and it took 3 months to replace, just in time for winter! Missing shelves in kitchen cabinets have never been received.
