Horrendous management and lack of diligence. the heat is always subpar in the winter and they do nothing to resolve it, rather, charging people for any extra heaters, leading people to leave their stoves on to heat the home (and endanger themselves). Further, the hot water is always broken, leaving my aging parents to try to shower in cold water and get sick.
