If you need blond highlights go see Melissa Meyer. She is EXCEPTIONAL. I insist on balayage/hair painting instead of a foil highlight and she is one of the best painters I've come across. And I'm saying this after getting highlights for 25 years in several different states, including NYC. She's better than some colorists I've seen that have more years' experience than she has.
