I have gone to western for almost 5 years and I can firmly say that I have never had a positive interaction with parking services. Even when I try and play by there rules they have found a way to screw me. It would appear that the training provided to the 'officers' who write citations is very focused toward the insurance that no one is safe. Meter stalking, and assumption of violated policy is encouraged; when in doubt write it out.
