This is the Washington Policy Center for the Wealthy. Their main goal is to accummulate wealth by creating policies that hemorage money from the middle-class, working-class, and the poor. While they push the school choice agenda to alleviate the cost of tuition for their own children at private and charter schools, they claim that putting money into the public education system doesn't improve student learning.
