This company was used for the house next door, which is unoccupied. The dumpster was filled and overflowing on my lawn (depending on the breeze) for a week or more. I called the company. The man I spoke with told me to contact the owner of the house. When I said I didn't know the owner (the house was unoccupied) and that there was no permit for the dumpster (confirmed by building dept. enforcer that day), he said he'd call him.
