Management and nothing when I was harassed by my upstairs neighbor for 2 years. Constant weird homeless camps building up people constantly working on their cars on the side of the street. The cheapest of the cheap used for maintenance and they almost never clean up especially when they're using contractors. Also beware of incorrect or semi illegal 24-hour notices I had an instance where they came into my house after giving me one that was not legal.
