When affiliated with a Church, is the Park allowed to be set as Private use, unless paid membership? It seems like that is illegal. It is a church, don't you get tax rebates or what ever because you are open to the public? If I'm wrong, please explain how this is legal. Thank you.

After 15 years of living in various cities, I'd never heard of a private dog park. Before I moved to Indy last week from Chicago, I looked to see where I could take my pup for some play. Because there is nothing online about it being a private dog park (the title is really all people look at when they're searching), I mistakenly walked my dog there only to be met by a really rude man.
