Food is far overpriced for the quality and they nickle and dime you for everything. The water isn't even included and you have to pay extra if you want to split a dish or substitute anything. View is great but that's the only thing I would say is worth checking out. You don't need to pay to go up and see the view. So, I would recommend skipping the restaurant, go up for the view and find a better restaurant nearby.
