We were on the 2nd floor. The neighbors around us were often noisy and playing loud music at all hours of the night, and were also smoking pot and cigarettes constantly. Our complaints went nowhere. The central air is located on the balcony and thus every unit makes a loud humming noise as the balconies vibrate all night long while the air conditioning in the units above you are running.
