Great place to live
The management staff will make rushed decisions based upon assumptions that it has made with regards to the smoking policy. They will not take into account that it is winter and that you have to wear a coat to go outside to smoke and the stink from cigs gets into your coat and will only come out if the coat is left to "air out" in the largest room in the apartment, the livingroom.
