I had the pleasure once of speaking with him. Unfortunately it was not pleasant. He is very berating, talks down to you and is generally rude.
I was not impressed with the way Roger and his cohort handled themselves. I'm not entirely sure who hired him, but they drive onto our property in an unmarked vehicle and started taking pictures. When we (members of my family and myself) when to confront him, he acted as if he were about to drive off. Supposedly he was came to appraise the property for the cities/state's highway expansion project, but only spent a few minutes here.
