The house was more than adequately clean. Unfortunately, the links to your move in and move out videos don't appear. Since you brought them up I will address them. The move in video is mostly a man pointing out all the outlets but it does show that the carpet in the back entryway was filthy when I moved in. The move out video is a staged, "gotcha" video. Business response:
It most certainly is not illegal to require the tenant to clean up after themselves. The property was cleaned when you moved in and you are required to clean it when you move out. Leaving a property with items on the floor and dirty is not normal wear and tear nor is it considered wrongfully withholding to charge for this. Regardless, the owner has refunded you the full amount of the cleaning and refunded you the water charge since you paid it.
My advice to you is to avoid RP management. The first people you deal with will probably be very wonderful. However once you are a client this changes. They are withholding my security deposit. They are attempting to charge me 525 with a fake cleaning invoice. The end up happening was left clean, cleaner than when I moved in. They are also withholding money for a water bill that already paid. They will drag everything out and wait till the last minute to respond. RP Management is a company to avoid! They are withholding my security deposit in bad faith. I left the rental property clean and in better shape than when I moved in. They presented me with a fraudulent cleaning invoice for 525 dollars. They also are withholding money for my last water bill which I have already paid. Terrible maintenance service! Nothing gets repaired even though they say someone will call, but no one does. There are multiple things that need repair like leaky faucets, ripped up carpet and a broken AC.
I've lived in an apartment managed by RP Management for nearly four years. Rarely do you find a management company who actually care about their tenants as much as RP Management. I've lived in a few different cities, and they are the best company I've had to deal with, as property managers. Every time I had an issue with my apartment, they were very timely and extremely thoughtful on working out the issues. RUN don't walk....Far Far Away I have to say that we have had the worst experiance ever in the past 30 days with this company. We have health issues from the home we are in and the company has been slow to fix anything and when people show up it takes a great deal of arguing to insure that what RP Management said they would do is done. They cut corners in every way possible and from our experiance can not uphold their obligations of the lease.
Stay away from them! Awful service. They allow you to enter the properties by yourself!!! I was at a property that they managed and they kept the furnace off during the winter even when the pipes can burst. You can never get a hold of anyone by phone, it takes them forever to answer your emails. Do yourself a favor and stay away from this "company". They are after your money and that's it. I could go on and on but I think you have an idea by now.
Beware of Dr. Jekyll and Mr. Hyde. It's all professional happy time until you sign the lease. Then you're nothing but a source of cash for them. You have to send emails because they will not answer or return calls. Terrible service. I wish I had a voice recorder for the not so subtle veiled threat that they will scrutinize the final inspection and shrink your damage deposit if you make too much trouble.
As a former client of RP Management, I can unequivocally say these guys have no ethics. I was taken in by their polished sales pitch and self-proclaimed experience. The president Dave Holt cares about his own properties and will make sure they get rented serviced before yours. He'll then subsidize his personal business expenses with a litany of fees and charges to yoru account. Get a good lawyer and document everything in writing. The disclaimer at the end of all of his emails is there for good reason.
