Capital PDX are the worst property managers I have ever rented from. Sometimes they claim they didn't receive a work order, which would delay fixing things like my broken washer. Portland law requires them to fix things w/in so many days, but because your work order "didn't show up" they claim they are not late in responding. The building is always dirty, the elevator stinks, and yet they even charged me for minor scuff marks on the wall when I moved out.
