They are evicting a poor mother and her three daughters because the mother is unable to pay a $1,000 water bill when a pipe burst after being half repaired several times by the maintenance dept. The young single mother is unable to get another apartment because Kandy has already set her up as a bad tenant. The mother is in a hotel now and will spend Christmas there with her children.
