I paid the guy full in cash in February. Promised me a number of times that he will be out there and never shows up. Comes up with so many excuses as to why he cant make it. I understand the rain, but he had numerous opportunities to do the job prior to the flooding that caused a "large number of suppliers [being] unable to procure delivery for ordered goods and services."
