I found out that this office works 24/7 and called today, Sunday. The phone was answered right away by Ms. Mulder. I finally got an answer on how to resolve my issue with a Visa document. I exhausted all of my resources with no results until Ms. Mulder pointed me in the right direction with just a phone consultation and forwarded instructions how to obtain this document.
