My son has a storage unit here and his unit has had his locks changed and stuff stolen out of his unit on 2 separate occasions and the locks that they were replaced with came from the storage facility. They never asked for ID or anything. The first time she just came and cut the lock off and gave me a new one. The second time they tried to cut the lock off without asking for any ID yet again making me think that this is how the locks keep getting changed.
