Tear it down and start over! Windows are so bad management said put plastic on them! Electric bills are $500 per month in the winter months due to water heater being on 110% hot, windows that are paper thin and 40 years old, walls that are even thinner. I can hear the neighbor running water in the sink and flushing toilet. So much heat escapes the building that the screen door (which also will not open all the way) is continually soaked with water because of the poor insulation.
