I don't think it is legal, and it sure is not professional, to contact someone on their personal phone without permission. Yet, I was contacted by Kristen, without my prior authorization. Further, I did not disclose my personal cell phone on any social media, yet she had it and refused to disclose where she obtained the information from. I am not likely to use a recruiting service, but, based on that short, unprofessional interaction, I will definitely avoid this company.

Vanessa Ortega, a recruiter contacted me more than once about a job role and never followed up for the interview she claimed they wanted to have with me. Very disappointing and unprofessional!
