During the winter weather in Dallas which caused power outages throughout the metroplex my neighbor's pipe burst which flooded my apartment. After sitting in a flooded apartment for 72 hours finally they came to rip my carpets and remove the soaked padding underneath and then laid back down the soaked carpet on the dirty cement floor.
