I think they do their best with what they have to work with. Remember its YOUR pets that u have abandoned, abused,or let run astray that THEYr doing their best to care for.when I was there the other day everytime I looked to another direction a worker or VOLUNTEER was filling a dish,cleaning a cage, or taking a dog out to walk /play. Every single person was very curtious to me and my family and very knowledgeable of all the pets.
