We returned a car at Hertz DCA and was offered complimentary ride in the car to our terminal since we had a number of bags. The agent never gave us a receipt at the rental location but promised to email it. It never happened. We phoned agent desk while we were still at the airport a number of times and no one picked up - we went into horrible vmail loop and left message. Doubtful anyone checks that's vmail box. I've reached out to Hertz corporate and have yet to receive a response

Prompt service, clean car, and no surprises. Drop off was nearly "instant" and location in garage at terminal is very good for a major airport.
