All three charges work as of June 2024. The charging rate is not the fastest at 7 kW, but you cannot beat the price of free. I confirmed with HEC that these spots are available for anyone to charge at 24/7 despite the rest of the parking lot reserved during business hours.
I’m not sure about the other two (they were being used by other cars but unsure if they worked for them), but the middle charger did not work.
