I was a bit confused by the services provided but after a one hour call with a very knowledgeable customer service rep., all of my questions have been answered.
See my response to Ryan's answer. I am awaiting a final resolution, but things seem to be going satisfactorily.
I paid half the fee ( which was more then quoted due to the "small" size of my transaction), the other half was to be paid when the report for cost segregation was completed. The second payment was charged against my credit card without my permission, I only received a summary report, which is not enough support for the IRS return, and have yet to receive the full report.
