Emailed this dealer and offered 44k for a car listed at $45999; I got an email back asking if that offer included tax and title, then another indicating we “...have a deal” if you agree to pay taxes and title. The next day On my way to the bank I got a call saying $46000 ($1 over the original advertised price) was the bottom dollar on the car plus taxes and title, and I saw they had raised the advertised price online to $47999.
